The new "Borders" template is actually our default.  The W&S template has been left for those that wanted it since many have used it for quite some time now.  The combination of these two show the different styles of template development and that one can develop based on our YUI CSS/Grid recommendation or continue doing as they have always done for Mambo templates.  Thanks for drawing our attention to it though.  That template probably will not be in the distro for many more releases, but we thought it would help through the initial conversion phase.
